STATE HIRING FREEZE-CHANNEL 29-FEBRUARY 6, 2008Posted: Wednesday February 6, 2008State Hiring Freeze Posted: Feb 6, 2008 11:45 AM EST Updated: Feb 6, 2008 03:40 PM EST Hiring Freeze Memo The state is under a hiring freeze. According to an internal memo from Governor Tim Kaine’s office, as of Monday, no new salaried or hourly employees can be hired unless it is approved by a cabinet secretary. This move is not really a surprise, but how quickly Governor Kaine took this action after getting the January revenue numbers is a surprise. Kaine should have gotten numbers last Friday, which would let him know how the commonwealth is doing financially. Just three days later, his chief of staff sent out a memo saying that a hiring freeze needs to go into effect. In addition state agencies are being told to stop requesting new consulting or staff augmentation contracts, committing to any discretionary training or travel and to cut discretionary purchases of equipment, software, or furniture. According to the memo all of these directives went into effect immediately and Governor Kaine says he believes they were all necessary. Governor Kaine said, “Continuing erosion of the national economy means we are going to have to tighten the belt some more so I want these agencies to get a head start on it.” Beyond the hiring freeze Governor Kaine is also saying he expects that due to the state’s “weakening financial position” there will also be layoffs in state agencies as well as the elimination of vacant jobs. Governor Kaine is expected to reveal the budget numbers to the General Assembly next week. At that time he says he will be recommending further cuts to the lawmakers.
